The need for re-launching this Movement has been felt for quite some time as we have noticed a gradual erosion in the moral values and ethos of civil and public servants. The recent series of scams have only highlighted the extent of rot that has set in. The people of India have been repeatedly demanding from Prime Minister to assert the resolve of his government to provide a clean and efficient administration which is responsive to the needs and urges of the common man.
As you are no doubt aware, Government is what its employees and officers make it appear to be Human behaviour, being what it is, is a product of several complex factors. While behaviour cannot be changed or regulated overnight by law or rules alone, it can certainly be moulded through sustained motivation in right direction. It is here that we felt that a non-political Movement like MRNC can be a great supplement to the governmental efforts. Inspired by this thought , we had offered our views and suggestions in 1985 to the various authorities of the Government . The Government and various other prominent leaders and businessmen have appreciated our stand and we have already received encouragement and support from various Ministers and Heads of Government Departments..
Cases have been reported to indicate that among those classes and sections of society,
which believed in high ideals and morality of the highest order, there has been a fast erosion of human values and morality.
There are examples which reveal that in our country, the basis of civil service, politics, business, profession and commerce has been nothing but religion. Religion in this context does not mean observance of certain faith and practices only, in true sense, religion admits of nothing but elevation of the individual to the highest order. .
The loss of moral values in personal and public life of civil and public servants today is certainly an appalling question. The need of the hour is for everybody to understand the concept of national integration, need to honour his job and the basic ethics of life, to raise the moral standard and to improve the efficiency of the administrative machinery.
It is not by law alone that one can regulate human behaviour. According to Mahatma Gandhi, every human being in his personal life should try to cultivate and create a
‘ RamRajya’ within himself. Purity in public life can only be maintained when there is purity in the personal life of every individual in a society whether rich or poor.
Rebuilding of the character of the civil and public servants is not possible till greater attention is paid to their spiritual regeneration and emotional integration, and these qualities will ultimately contribute to the unity and strength of our nation.
The benefits of good government should percolate to the people at the grass root level who assured all of a clean and efficient administration oriented towards fast decision making, alert and responsive to the people’s urges . We are confident that the civil and public servants will accept such challenges and rise to the occasion.
By launching Movement for Rebuilding of National Character, will create awareness nationwide will generate new breed of civil and public servants with vigour sense of duty, dedication with motto of ‘ Service before self’ . In fact such civil and public servants are always responsive to the needs of the people and will consider it their duty to be at service of public in guiding and education them by explaining and simplifying the procedures and thus ensuring public satisfaction at the Government’s functioning.
The Government has already opened a cell to redress public grievances and is seriously engaged in devising ways and means to improve the existing administrative machinery for this purpose. It is our opinion that much can be done if governmental efforts are supplemented by greater co-operation from non-official voluntary organizations and enlightened individuals acting as watch dogs .
Inspired by the objective, we have launched Movement for Rebuilding National Character , which is a non-political movement. We aim at bringing some solace in the life of the common man by being of assistance to them in surmounting their difficulties and inconveniences and to help the public in ventilating and removing their grievances.
Our objective is to bring to the notice of the government the malpractices, cases of inordinate delay in attending to grievances, cases of harassment and also the clandestine activities of the corrupt, lethargic and inefficient civil and public servants.
The people who have good of India at heart will support to our Movement whole heartedly which will give strength to our elbow.
